Anthropic secures $10B compute deal in Norway; buildout signals AI infrastructure scarcity reshaping capital flows

Anthropic signed a six-year, $10 billion compute agreement with Volta Infra Holdings, a months-old Nvidia-backed startup, to operate a dedicated AI data center in Tydal, Norway. The facility will deliver 133 megawatts of gross capacity (121 MW IT load) powered entirely by renewable hydropower, configured with Nvidia's newest Vera Rubin chips. Phases one and two are scheduled for December 2026 and March 2027 respectively. While not officially named, Bloomberg sources confirm Anthropic as the "leading AI lab" customer.

This is Anthropic's latest in a series of gigawatt-scale infrastructure plays: the company also signed 2 GW commitments with AMD (Instinct MI450 / Helios, ~$5B strategic investment) and multi-gigawatt agreements with Amazon, Google, Broadcom, and preliminary talks with Meta. AMD CEO Lisa Su has also declared data center sales will more than double in 2027. The capital pattern is clear: frontier AI companies are now behaving like utilities or hyperscalers, locking in multi-year capacity commitments at enormous scale ahead of demand certainty.

For builders and ops teams: the $10B Anthropic-Volta deal marks a structural shift from CapEx scarcity to compute scarcity. Infrastructure startups like Volta (founded Jan 2026, $2.4B valuation after $300M raise in months) are becoming essential intermediaries between AI labs and underlying hardware suppliers. The implication: AI compute will remain the binding constraint on inference and training velocity through at least 2028.
