Anthropic's Claude Fable 5 restored globally after 19-day export control suspension

Anthropic's most capable widely released model, Claude Fable 5 (launched June 9, 2026), has been restored globally as of July 1 after a 19-day suspension triggered by U.S. export controls. On June 12, the Commerce Department applied export controls following an Amazon researcher report identifying a jailbreak technique that bypassed Fable 5's cybersecurity safeguards. The suspension required Anthropic to restrict access to foreign nationals immediately; unable to verify nationality in real-time, the company suspended access entirely for all users. On June 30, the Commerce Department lifted controls after reviewing Anthropic's remediated safety classifiers.

Fable 5 is now available globally on Claude Platform, Claude.ai, Claude Code, and Claude Cowork starting July 1. For Pro, Max, Team, and select Enterprise plans, Fable 5 is included for up to 50% of weekly usage limits through July 7, then available via usage credits. AWS, Google Cloud, and Microsoft Foundry access is being restored as quickly as possible. Claude Mythos 5 (the same model without safeguards) remains restricted to approved U.S. organizations through Project Glasswing, with Anthropic working with federal authorities to expand access.

For practitioners: the saga highlighted the structural risk of frontier AI availability now being subject to real-time regulatory intervention. OpenAI's GPT-5.5 Cyber topped the CyberGym leaderboard during the 19-day blackout, while international competitors (Zhipu's GLM-5.2, Alibaba's Qwen) gained relative ground.
