EU's €5bn Scaleup Fund opens investment window; Mistral, Exploration Company rumored targets

The European Commission's €5 billion Scaleup Europe Fund, run by Swedish investment firm EQT, completed all legal proceedings and officially opened for investment as of August 4, 2026, after roughly one year of planning and negotiation. The fund will typically lead or co-lead investments between €100 million and €500 million. EQT has a pipeline of over 100 startups and remains in the process of fundraising the remainder of the €5 billion target. Existing limited partners include Novo Holdings, Denmark's EIFO (Export and Investment Fund), Santander/Mouro Capital, APG Asset Management on behalf of Dutch pension fund ABP, Wallenberg Investments, and Allianz. The UK is in talks to invest via the British Business Bank, though France has pushed back.

The fund has been in preliminary discussions with French AI unicorn Mistral—reportedly targeting €3 billion in new capital—and with Franco-German spacetech The Exploration Company for an estimated ~$350 million round, though EQT declined to comment on either. First deals are expected in the coming weeks. European Commission President Ursula von der Leyen stated the fund "will ensure our scaleups can find what they need right here in Europe to grow into world-leading companies," signaling institutional backing for consolidating large-scale VC outside the U.S.

For practitioners, the fund's opening marks Europe's most explicit attempt at category-leader funding in AI and deep tech, aimed at stemming capital flight to the U.S. The €100–500M check size suggests focus on growth-stage rounds for established European startups rather than early-stage exploration.
