GlobalFoundries and Qualinx complete Europe's first sovereign end-to-end chip manufacturing flow for defense, aerospace
GlobalFoundries and Dutch chip designer Qualinx announced completion of Europe's first fully end-to-end semiconductor manufacturing flow at GF's Dresden fab on FDX technology, with all design intake, mask production, and wafer fabrication staying within the EU. Qualinx's QLX3xx—a reconfigurable GNSS system-on-chip for secure Positioning, Navigation and Timing—became the launch customer, proving that security-critical chips for aerospace, defense, and critical infrastructure can be designed, manufactured, and delivered entirely within Europe with zero sensitive data or materials leaving the bloc.
Co-funded under the European Chips Act, the Dresden sovereign manufacturing flow consolidates every step from design to wafer production within the EU, meeting strict regulatory and security requirements for European governments, defense agencies, system integrators, and critical infrastructure operators. GlobalFoundries aims to have a fully automated trusted European flow operational by end of 2026, with regular foundry engagements for aerospace and defense customers beginning in 2027. The company is also working with Deutsche Telekom on secure data handling—ensuring production data flows across design, tape-out, manufacturing, test, and quality remain on European networks and cloud infrastructure.
For practitioners and procurement teams in sovereign defense and critical infrastructure, this eliminates reliance on non-European fabs (TSMC, Samsung) for high-assurance applications and reduces export-control complexity. The successful tape-out reduces technical and regulatory risk for subsequent programs and signals that Europe's $80B Chips Act investment is yielding tangible supply-chain resilience. Architects should watch deployment of additional European IP providers, mask houses, and OSAT partners as the ecosystem scales beyond the Qualinx milestone.
