GlobalFoundries & Qualinx Tape First End-to-End European Sovereign Chip Manufacturing Flow

GlobalFoundries and Dutch fabless designer Qualinx announced completion of the first fully European-based, end-to-end semiconductor manufacturing flow at GF's Dresden fab using its FDX technology. The milestone shows that security-critical chips for aerospace, defense, and critical infrastructure can be designed, manufactured, and delivered entirely within Europe. Qualinx served as the launch customer with its QLX3xx GNSS SoC—a reconfigurable Global Navigation Satellite System processor for secure Positioning, Navigation, and Timing (PNT) applications. No design data or physical materials left the European Union at any stage of production.

GF aims to establish a fully automated trusted European manufacturing flow in Dresden by end of 2026, with regular foundry engagements available to aerospace and defense customers from 2027. The project is co-funded by the European Chips Act and targets compliance with strict EU regulatory and security requirements. GF is also working with Deutsche Telekom to ensure production data—from design tape-out through manufacturing and quality—travels and resides only on European networks, cloud infrastructure, and data centers. This extends the sovereignty commitment beyond wafers to the entire data supply chain.

For architects and procurement teams in defense and critical infrastructure, the European sovereign flow validates a closed domestic supply chain and eliminates data exfil risk. The tape-out reduces both technical and regulatory risk for subsequent A&D programs, positioning Dresden as a reference for European chip self-sufficiency. GF's custom silicon business already runs at a $20 billion annual rate; the sovereign capability opens a new margin segment insulated from geopolitical supply pressures.
