JetBrains develops governance layer for Claude Code, Codex, Gemini CLI across teams

JetBrains is building a governance and management layer for enterprise IDE teams using multiple AI coding assistants (Anthropic Claude Code, OpenAI Codex, Google Gemini CLI). The tool provides team-level controls, policy enforcement, and visibility across disparate AI coding tools running within the IDE, addressing a gap where engineering teams adopt multiple LLM-based coding partners but lack centralized governance.

Traditional IDE vendors like JetBrains have historically controlled the entire user experience within their development environments. But the proliferation of frontier models has fragmented that control: developers now choose between Claude, ChatGPT, and Gemini for code assistance. Enterprises need observability into which tools teams use, policy guardrails (access control, code review workflows), and audit trails—capabilities that didn't exist when a single IDE vendor owned the stack.

The governance layer sits at the IDE level, not the model level, giving JetBrains a unique position to enforce policies across LLM-provider boundaries.
