Moonshot AI accessed banned NVIDIA chips in Thailand, White House alleges
A White House official accused Chinese AI company Moonshot of accessing NVIDIA's advanced GB300 chips despite U.S. export controls, citing evidence that the company acquired GB300-equipped servers and accessed them in Thailand. Moonshot released the Kimi K3 model last week, which the company claims closes the performance gap with frontier models including Anthropic's Fable 5 and OpenAI's GPT 5.6 Sol, with 2.8 trillion parameters. The GB300 is one generation behind NVIDIA's frontier Vera Rubin systems but remains cutting-edge technology banned from export to China.
White House director Michael Kratsios also alleged that Moonshot distilled Anthropic's Fable model at industrial scale to develop K3, echoing Anthropic's earlier claims of coordinated extraction campaigns. This escalates the U.S.-China AI race, as the Remote Access Security Act (RASA)—bipartisan legislation passed by the House in January—seeks to expand export controls to remote cloud access of critical hardware. Treasury Secretary Scott Bessent threatened sanctions against any Chinese company conducting covert distillation attacks that "cross the line into IP theft."
