OpenAI, Anthropic hit record lobbying: $3.17M combined in Q2 2026, up 23% QoQ

OpenAI and Anthropic combined to spend $3.17 million on federal lobbying in Q2 2026, up 23% from Q1 and the highest on record for both companies. Anthropic alone spent $1.97 million (26% QoQ increase, more than NVIDIA's $1.25M), while OpenAI raised spending nearly 18% to $1.2 million. Both companies roughly doubled or nearly doubled their Q2 2025 spend.

The surge reflects intensified focus on cybersecurity, copyright, cloud computing, and defense procurement as the midterm elections approach and both companies prepare for highly anticipated IPOs. Compared to the 'Magnificent Seven' tech firms (Meta, Amazon, Google, Microsoft, Apple, NVIDIA, Tesla), which spent a combined $21.25M and remained roughly flat QoQ, the AI labs are narrowing the gap with traditional corporate lobbying powers. Google and Microsoft increased Q2 spend 25% and 13% respectively. Major defense contractors, meanwhile, cut combined spending 3.3% QoQ.

For investors and policymakers: lobbying spend is a proxy for political urgency and access-building. AI labs' escalating investment in Washington signals expectation of regulatory friction (compliance, export controls) and competition for defense/national security contracts ahead of potential IPO windows. The gap-narrowing with legacy tech spending underscores AI's emergence as a top-tier policy battleground.
