Sam Altman meets White House chief of staff as Trump AI framework deadline looms Aug. 1

OpenAI CEO Sam Altman is in Washington this week meeting with Susie Wiles, White House chief of staff, and senior Trump administration officials, lawmakers, and economists to discuss OpenAI's upcoming models, cybersecurity, and U.S. competitiveness in the global AI race. The visit coincides with an Aug. 1 deadline President Trump set in his June executive order on artificial intelligence, asking federal agencies to develop a framework for voluntary model evaluations.

Trump's June EO asked AI companies to voluntarily provide models to the government for capability assessment before full release but lacked specifics. The 60-day timeline gives agencies until Aug. 1 to outline how these evaluations will work in practice. Altman has already reviewed the proposed framework and is now advocating directly to the administration's inner circle. On Wednesday he met with Sen. Ted Cruz (R-TX) and Senate Democrats to discuss "what it's going to take for America to remain competitive with AI."

Altman is not alone on the Hill this week. NVIDIA CEO Jensen Huang is also on Capitol Hill discussing open models and "American leadership in AI." The parallel push from OpenAI and NVIDIA signals intense lobbying around the shape of the evaluation framework—specifically who gets excluded from early model access, how voluntary submission will be enforced, and whether framework terms favor open or proprietary models.

For architects and researchers tracking AI policy, the Aug. 1 deadline marks the inflection point where Trump's vague June EO becomes concrete federal guidance. The direct CEO-to-chief-of-staff channel and synchronized outreach from OpenAI and NVIDIA suggest the framework will be industry-negotiated, not top-down mandated—and may unlock or close market segments depending on how voluntary compliance and export controls intersect.
