UK dismantles DSIT, elevates AI minister to cabinet; AI brief moves closer to prime minister

Under new Prime Minister Andy Burnham, the UK government restructured its tech and science portfolio by dismantling the three-year-old Department for Science, Innovation and Technology (DSIT) in a July 24, 2026 reshuffle. The move elevates AI minister Kanishka Narayan to cabinet-level attendance, signaling AI is now treated as a cross-government priority comparable to national security or economic strategy. The AI brief moves to the newly created Office for the Prime Minister and Cabinet (OPMC), alongside the Department for Business, Innovation, Science and Trade (DBIST).

DBIST becomes the primary beneficiary of DSIT's breakup, inheriting the science and innovation portfolio, emerging technology sectors, the Investment Security Unit, the Sovereign AI unit (responsible for home-grown AI capabilities), the Advanced Research and Invention Agency (ARIA), and UKRI (research and innovation funding). This consolidation places research policy closer to industrial strategy and commercialization. The AI Security Institute (AISI) shifts within cabinet. Meanwhile, the Department for Culture, Media and Sport (DCMS) absorbs much of DSIT's digital portfolio: online safety, digital identity, digital inclusion, cyber resilience, telecoms, and government digital services (Gov.UK).

The reshuffle reflects a strategic view inside Whitehall that science belongs closer to economic policy, AI should sit at the center of government, and digital services align naturally with media and communications. However, gaps remain: responsibility for data protection, the National Data Library, the Information Commissioner's Office oversight, and actual AI regulation authority are still unclear. The government assigned AI strategy and adoption to DBIST but has not specified which department owns regulatory authority.

For UK startups and international players: coordination between DBIST, DCMS, and OPMC will be as critical as the structural change itself. The elevation of the AI minister to cabinet and proximity to the PM suggests faster decision-making on AI policy, but fragmentation of digital, regulatory, and science portfolios may create coordination friction. Watch for clarity on data governance and AI regulation as the reshuffle beds in.
